Small Business Loans
Greenville County Redevelopment Authority offers an Economic Development and Revolving Loan Fund (ED & RLF) to local businesses or those interested in starting a business. The program provides low-interest loans to private businesses located in the central business districts of Greer, Fountain Inn, Mauldin, Simpsonville and Travelers Rest, as well as the commercial corridors of the unincorporated areas of Greenville County, outside the city limits of Greenville. Facade Improvement Grants
The Greenville County Redevelopment Authority has developed a new Façade Improvement Grant Program to encourage improvement and investment to the overall revitalization of Central Business Districts in the five cooperating municipalities - namely, Fountain Inn, Greer, Mauldin, Simpsonville, and Travelers Rest. This program provides up to $5,000 in grant funds to finance exterior improvements to a property owner or tenant's commercial building that will be aesthetically pleasing and complimentary to local design guidelines or concepts acceptable to the respective municipality. The program is designed to retain and attract businesses, strengthen the Central Business Districts, increase utilization of downtown buildings, restore economic vitality and enhance property values. The program is a reimbursement program and shall be administered on a first come first served basis, to the limit of available funding and in accordance with each municipality's appropriated funds for the fiscal year. Prospective applicants should contact the respective municipality to determine if their business is located within the central business district boundary and whether funding is available.
Corporations and businesses in Greenville County have the advantage of services provided by the Greenville Area Development Corporation (GADC). A company may choose one of two incentive programs. A business may qualify for either a five-year abatement of a statutory-set portion of property tax or a fee-in-lieu-of-tax arrangement (by agreement with the county).

Property Tax Abatement-Statutory
South Carolina provides a property tax abatement to new or existing companies making new capital investments in the state. For more information, please visit the South Carolina Department of Revenue website at www.sctax.org.
Fee-in-Lieu of Property Tax-Negotiation
A business may negotiate with the GADC for a Fee-in-Lieu of Property Taxes (FILOT) agreement. FILOT agreements are subject to final approval by the Greenville County Council.
Industrial Revenue Bond-Negotiated
For small manufacturers the Industrial Revenue Bond is the lowest cost means to finance a new operation or an expansion due to tax-exempt status of the bond (loan). It can be used for acquisition of land, building construction, real property improvements, and the acquisition of new machinery. The investment cannot exceed $20 million in expenditures 3 +/- years.
